This happens because those blocks out there are actually not grass those are clones of the actual chunks inside of the actual world and then they just clone it past the world border and then after that to save memory they make all the textures invisible where you can't see

Can you make a 1.13 update for escaping the World border

it kinda works. only now if you do, you'll get teleported back to the border if you go a chunk out from it.
(I think i screwed up my world's border doing this because i can walk one more block out than normal on one end of the map and one block less on the other side.)
