It ends up costing more than $250 with travel, hotel and others. For Bolivians, that's a lot of money and it's not even guaranteed to get a Visa.

We apply for the evisa they was no place on the website where we can pay for the visa it’s just said completed they was no link for payment or visa fees , it’s just say completed download declaration forms can u help me with this information, is the declaration form the visa ?

I would look into e-sims on an unlocked phone. I would imagine you could also get a sim in Bolivia but I don't know the exact details for that unfortunately.
