I can't get the R50mm to go all the way down to the R40, it stops at the end of the 80mm O.D.

Hello there i m new to the solidworks..can somebody tell me how in this video @ 1:04 when he right clicks, a rectangular box appears with select, circle, fillet, and other tools in it.
In what i m using i.e solidworks 2014, there comes a long drop down menu with pre-set tools that i want to replace with rectangular box with feature of my choice just like in above video.
