It's a game over in a sense that the game is over. You've finished the game, you found the princess, you vanquished the final boss, you saved the world. The credits rolls, you get a flashback to every adventure that you did throughout the game and now everyone is happy, but the adventure never ends for every ending comes a new beginning

I can imagine this as the credits of a game, where you have defeated the final boss and it shows you the landscape and everyone is happy, and then it tells you a 99% completion score because you missed i side quest.
