Must split into 2 teams, one go up to clean model and strike downward, one go right then clean Rommel.
As you see, rumor is a key to defeat the enemy stronger than you. Else Rommel's antitank skill will melt you in ease. Remember to surround the enemy before you start attacking.
Using air general definitely helpful for capture city. The carpet bomb deal extra damage on it.
I would say level 3 slightly easier than level 2
