The fact they brought Penny back to life specifically to kill her again feels like they’re going out of their way to get a reaction from the fans. I mean, they had a whole plot element of them methodically building Penny a body and saving her from being hacked and it amounted to absolutely nothing
They brought back Penny in order to tell a tragic story of a girl who longed to make her own choices, only for the one choice she herself was finally able to make to be the choice to sacrifice herself for her friends just when she was so close to living free. You can call it forced shock value or the writers being mean but Penny's second death meant a whole lot more thematically than her first.

The problem with her wanting to make her own choices was that she trying too hard. She was impatient and reckless. She deliberately disobeyed her friend's order to go through the portal and charged headlong into the fray, falling right into Cinder's trap. Penny lost the Relic and her life, giving Salem just two steps ahead of her goal. If she had just thrown the Relic into the portal when no one was looking and THEN stay to help out, she could've killed two birds with one. The point is sacrifice is only noble when the implications are fully understood and when its purpose is just. It must never be done for the sake of making a choice. There would've came a time where Penny would have to a choice, but that time was not now. She was so blinded by her guilt and desire to do her own thing, she didn't see the emotional harm and potential consequences that goes with them. What to Ruby and Jaune is proof of it. However, they succeeded where she failed. I'm not mad at Penny, I'm mad at what she did and what she didn't try to do. She didn't at least try to apologize to Jaune or reassure him that everything will be okay before he euthanized her. Worse, her death barely gets addressed in V9, which gives her death little meaning. Despite it being the catalyst of Ruby and Jaune's dilemma.

Yeah it was really stupid. They literally gave her a human body (for context all she ever wanted was to be human) just to kill her in the next episode. I’m not saying that the writers couldn’t have killed her off in the future but immediately after she finally got to be human is just too soon. They definitely did it for shock value.
I'll always say that RT handled Penny probably the best out of any character and they stabbed us through the back when they decided she also needed to die.

I mean, every previous time Cinder hit her with that claw, she got away unscathed. Her robot body could tank hits

But they didn't because she was out of focus. Her lack of balance over the things she wanted to do and needed to do was part of the cause that lead to her death. Plus, she hadn't unlocked her human body's Aura. However, the main reason she dead was because she kept blaming herself for things far beyond her control and desperately wanted to fix. She jeopardized the mission of keeping the Relic safe to prove she's not a puppet on strings and deliberately disobeyed her friends. Because she was done listening. Done with people telling her what to do and she was going to fix everything even if she had to sacrifice herself to do it, whether they liked it or not. This impulsive and reckless action made her fall right into Cinder's trap. And as a result, Penny lost her life, Penny lost the Relic and Salem is now just two steps ahead of her goal. Penny even forced Jaune to kill her to transfer the powers to Winter who was wasting time fighting Ironwood. The powers were no longer important at this point. She made Jaune do the unthinkable just to finally make a choice, completely ignorant of the consequences. That is just sick, even for her. Just goes to show how in too deep she was in correcting her mistake. With all that being said, my negative opinion about her death remains unchanged because it's still bad no matter how you slice it. There were too many could've, would've and should'ves. Like throwing the Relic into the portal when no one was looking and THEN stay to help out. Penny could've killed two birds with one stone. This way, even if Cinder kills her and takes the powers or not, Cinder will return to Salem empty-handed. But nope.

It makes absolute sense that Cinder would be able to catch her of all people with an attack like that.

Yep, just a piss-poor attempt to kill off a beloved character for sake of shock value, drama and a "L" for the heroes.
