Yes. I walk on all the time. Passengers can park in the parking lot on the Galveston side and walk on the ferry. This avoids waiting in line in a car. Then, you can ride across and ride back. I believe you can walk on from the Bolivar side as well.
@@TravelEatMore Yes, the ferry service is free and is actually one of the best attractions at Galveston. It's like a harbor tour where you can see other ships, sea gulls and pelicans and if you are lucky... you can catch a pod of dolphins at play.
