Actually when an operation was going on no one other than groupmembers and friends what I mean are only informed what to do. And IB operation is very different. They don't trust anyone even any state police beause of chance of leak. This bauched operation of Mumbai police rather helped to deplan IB's covert operation. This is very old story. Chota Rajan had said many times that he was a criminal and underworld don but would never be a terrorist or traitor. In fact thats why he parted ways with Dawood after Mumbai blasts. I don't believe they haven't figured him out yet. They prob know very well where he is... as to why no action yet, maybe there's some other context in the picture we don't know yet or maybe it's just too risky to make a move because he might be inside the protected ambit of isi, army and their own guarded perimeters.
