Chartering one's jet when not in use can help offset fixed costs, but does not appear to be a hugely profitable enterprise unless one can achieve economies of scale with a much larger operation (i.e. NetJets/EJM, FlexJet, etc.) Even at the higher end of operations, there seems to be a lot of competition in the past several years which has made things difficult even in a robust market post-pandemic, as we see from companies like Wheels Up and others.
No - At least in the USA, Charter is a saturated commodity product, ....mostly filled with mere brokers, with a fancy website, a phone and PC, pretending to own the aircraft.
