As a F2P : lucky numbers is not enough. I do lucky numbers for gold shard and exclusive (march size sometimes), and the 20k gem store event. And the match-gift grid. On top of that I do a bit of flippy for gold shards. I have a lot of gold shards, but exclusive? I consider myself lucky if I make one every year. It's to the point I consider 5-starring shifu and other decor heroes, due to having no new battle hero by lack of es5, let alone upgrading an entire march...

t-me, I did the tests just now with lower stats again (200 march, 200% dmg+-, 60% DEF) and I can confirm that Lilia + Meowzilla + Jester was way stronger than Layla + Jester + Zhen. However, when I did the same test with Lilia + Meowzilla + Jester vs. Layla + Lilia + Meowzilla I found that Layla + Lilia + Meowzilla was WAY stronger (one result even was with 85% HP left for the winner). This is interesting because Layla + Lilia + Meowzilla was only slightly stronger (7% difference on average) than Layla + Jester + Zhen. You should test Lilia + Jester Meow vs. Layla + Lilia + Meow with higher stats again and see if you can reproduce the result. If thats the case, the navy is even more chaotic right now, more like a paper-scissor-rock game.
let me add my test results, i did my test similar to my stats, 3200 att-hp, 500 dmg+ 450dmg- , def %160 and march size 275. Jester/meow/lilia won over lilia/meow/layla overwhelmingly and not related to att-def side(i switched sides half-half)
