Why CS? It's a lachrymator. Cops shifted away from CN in '80s. If it's real high grade CS it's dangerous. ???
Law enforcement agencies, Fire Departments, hospital and security personnel all still use CS, in fact are using Presidia Gel today. I'm not saying you're wrong by saying CS is dangerous, but I guess it's important to define dangerous, and compare it to the alternatives. CS is no more dangerous than CN or CR or OC, and every chemical agent comes with risks as well as pros and cons. Even "food-grade" chemicals can be dangerous. OC can cause burns on the skin and eyes and if you sprayed a crowd with peanut oil, you would get people with extreme reactions. CS acts quickly and isn't oil based, which helps with quicker decon and it can be used with electronic control devices, which is a plus. Stopping someone from assaulting you is inherently dangerous for you and the person committing the assault. I think this product works quickly, which is good in limiting the amount of force needed to control an individual or stop an attack. That helps everyone involved. I also think it deals well with limiting cross contamination, and facilitates quick neutralization and recovery, which helps anyone who gets exposed to the product.
