sir in jammu kashmir the people directly elect the panchayat sarpanch and the panch of their respective wards ,my query here is that jammu kashmir is not under the schedule 6 areas here the panchayts at intermediate level are indirectly elected by the sarpanches of the block same is in the case of zila parisad where the BDCs indirectly elect he DDC ,here the compulsory provision in of direct election of seat at village ,intermediate level and district level is violated . sir please reply .
