This is not normal; normally, it shouldn't make any sound.
No, its current control, not the voltage. If you remove the output (lamp), check the voltage with multimeter... It will not change. So it's not voltage controller, its a dimmer (current controller)

You have to regulate the minimum voltage. You do it by adjust the screw on that blue cube on the left

But the LED lamp that I use to operate the module I installed is constantly blinking except for high and low levels.
This dimmer is not for led lamp. You can use dc dimmer for led lamp

How many Watts is your motor? Single phase motor? Does the motor run when running directly on AC 220V without a speed controller? In motors, the starting load is 3 times more than the running load. If your motor is 1000w, then the speed controller will use 4000w.
