Hi CR, by your reckoning, when does a pilot stop being a beginner? The potential skill ceiling is so high that it's possible for someone to beat the set challenges, the story and grand prix modes, only for him to realist that he is still a novice.
If we're talking about going beyond Grand Prix and even Story for difficulties, then someone who can reliably handle them on the highest difficulties is more of an "Expert." It'd be impossible for someone to truly be a novice while also beating Story Mode's Very Hard missions at the very least. At that level, it's logical to try going after even old World Records (even Story Mode records seen online), because an Expert can, and should be able to defeat almost every Staff Ghost in Time Attack. After that, we can call a player a "Master." From there, the only real difficult challenge is found in mods like F-Zero GX Unleashed because regular F-Zero GX would frankly be less challenging to someone who's fully mastered GX in its base form.
