Water is fine but it bubbles up more than meths and meths has a better wetting action although you can add a little washing up liquid to the water and it helps with wetting.

The saw blades are very old and probably a bit too heavy duty, size 4, these can be obtained from Cooksongold, Cousins UK or HSWalsh. Along with the frames etc. For most jewellery the 2/0 blades are a good general purpose size.
Take a look at this video th-cam.com/video/pyGIfyxWxdw/w-d-xo.html it shows engraving on stainless steel. Also take a look at the comments, there is a recommendation of a tougher carbide tool.
