A very big mistake by you was the measurement of Centre to centre of stirrups. You should measure it from the centre of a stirrup bar to the centre of next stirrup bar. But instead you measured from end to end.
I want the plinth beam to have vertical offset at different locations... If I explain it further, usually complete plinth beam is at same elevation... But i want my plinth beam at some portion of home at different elevation... My floor level for whole house would be same... But the location where the elevation is low, I will use dpc at floor level... Can you answer that is this mandatory to make plinth level at same elevation or want is the reason for this, if so?
It's bull shit. Plinth fails due to tensile stress. How come they provided 3 rods vertically and only 2 rod horizontally? It should be the other way around.

No it depend on the structure if u used 6mm then reduce the span of strirup if 8mm increase a little bit

The plinth beam should be at the same elevation.
there is no clearance under bottom bars for concrete. creates a void around bottom bars. forms should be in place.

It’s all wrong, space between the bean supposed to be 15cm, you can use 18mm steel for the ground beam. A lot of mistakes
