If you use it on a POTS, traditional landline, or VOIP phone from your internet provider, then yes there's that monthly charge, How could there not be? If you instead use it bluetooth linked to your cellphone there is no additional charge for that, though the call blocking feature does not work with cell calls, but it is not so important that it does since you can get cell apps for the cellphone to do this blocking.
If you have all or most of those phone numbers in your cellphone contacts already, I know some of the Vtecs allow sync'ing what is on the cellphone. Check the user manual for the Panasonic to see if it also offers this feature, though it is a bit disturbing, how precious they must think flash memory is, to only offer so few (was it 50?) contact entries.

A mobile landline is more cheaper comparing airtime charges of landline. There are many cordless landline which uses SIM card
