The taxes are high, people are still poor and lots of cities' economies (e.g. Magnitogorsk, Norilsk, Tolyatti and so on) still depend on resource gathering from mines or manufacturing smth at factories (like cars in Tolyatti or Naberezhnye Chelny). I was actully surprised to find that there are at least 71 city (according to Russian wikipedia on city-forming enterprises) with somewhat stable economics which are considered as Monocities, not including towns with unstable socio-economic situation. Honestly this is exactly how a real world government could work; except there is no possibility for a foreign coup in this game.
The statement still stands, in an economy where wealth is generated out of the ground you can work your lower class to death and tax them as such; since they don't require/have the education, health or ability to over throw the government by themselves. Reminded me of the Rules for Rulers (something like that) video by CP grey from a few years back.
