This is a banger of an old song. In the end it's just a guy who marries a woman with an adult daughter, then his dad marries the daughter. That alone is enough to make him his own grandpa. All the kids and such mentioned in the song are filling. And of course the chain of silly connections goes out infinitely in both directions.
For anyone who is confused by the geneology: in short, his wife's daughter is both his stepmother and stepdaughter. Since he's father to his own mother, he's his own grandpa, ignoring all the steps.

    Now, many many years ago
    When I was twenty three
I was married to a widow
Who was pretty as could be
This widow had a grown-up daughter
    Had hair of red
My father fell in love with her
And soon the two were wed
This made my dad my son-in-law
    And changed my very life
    My daughter was my mother
'Cause she was my father's wife
    To complicate the matters
Even though it brought me joy
    I soon became the father
    Of a bouncing baby boy
    My little baby then became
    A brother-in-law to dad
    And so became my uncle
Though it made me very sad
For if he was my uncle
That also made him the brother
    Of the widow's grown-up daughter
Who, of course, was my step-mother
    I'm my own grandpa
    I'm my own grandpa
    It sounds funny I know
    But it really is so
    I'm my own grandpa
My father's wife then had a son
That kept them on the run
    And he became my grandchild
For he was my daughter's son
My wife is now my mother's mother
    And it makes me blue
    Because, she is my wife
    She's my grandmother too
    I'm my own grandpa
    I'm my own grandpa
    It sounds funny I know
    But it really is so
    I'm my own grandpa
Now, if my wife is my grandmother
    Then, I am her grandchild
And every time I think of it
    It nearly drives me wild
    For now I have become
The strangest case you ever saw
    As husband of my grandmother
    I am my own grandpa
    I'm my own grandpa
    I'm my own grandpa
    It sounds funny I know
    But it really is so
    I'm my own grandpa
    I'm my own grandpa

The only piece of information you need is that he married an older widow and his new step-daughter later married his father. He is 23. Let's say the widow is 45 and her daughter is 18. Let's estimate his father's age to be 50. So, his 50-year-old father married a cute 18-year-old redhead that wasn't related by blood.
Relationships by marriage that are awkward on paper are not that difficult to form because people meet by way of social gatherings, including family gatherings. Example: My husband's ex-wife was older than him. She had adult children from a previous marriage. One of these children was already a single mother herself who eventually married my husband's brother. (The age difference is only about a decade.)
If my husband had not divorced his ex-wife and married me before his brother married his step daughter, my husband would have been his own in-law. To the stepdaughter's children, my husband would have been both grandpa and step-uncle simultaneously. He would have been his own "brother of a son-in-law" to himself, a relationship that doesn't have a unique name in English and wouldn't make for a very good song.

Ray Stevens didn't write this song. It was written by a couple of guys (I can't remember their names) in the 1940s and the country duo Lonzo and Oscar were the first to perform it, also in the 40s. Ray Stevens' version is a cover.

I remember Ray Stevens' version of this song, from a good 10 years before the movie, and it wasn't even the original. It's been around since the 40's and has stood the test of time. The context this movie puts it in just adds a bit more levity, It's a good scene despite Tom's "singing."
