No, that's not a buttercream - it's much lighter and fluffier than a buttercream is. It's a cooked meringue frosting, such as an Italian meringue or a Swiss meringue. But if butter had been added to it, then it would have been a buttercream frosting.

As a self-taught cake decorator for almost 50 years, I remember the frustration of having questions but having no one I could ask (our small town had no classes, there was no one I could ask, and there was certainly no internet back then). So, I try to help others when I see questions that have gone unanswered as long as yours was. To get a recipe for the frosting, you can just type in "Swiss meringue buttercream" (aka SMBC) or "Italian meringue buttercream" (aka IMBC) or "American buttercream" (aka ABC). The SMBC and IMBC aren't as sweet as an ABC frosting is, but they all pipe really well for flowers, leaves, borders, etc. But if you want to use just a cooked meringue frosting, follow the instructions for the SMBC or the IMBC, but do not add the butter after making the cooked meringue. And if you're familiar with Seven Minute frosting, you can use that for the cooked meringue frosting, which is actually my favorite one (in my opinion, it is easier to make, too), and you don't need a stand mixer for that one - just use your electric hand mixer. You can find a recipe for that one on TH-cam, too.

Salve,hai fatto una torta però la decorazione deve essere per essere anche mangiata, serviva un piccolo impegno per fare tutto con pasta da zucchero, quella che hai creato per decorare non serve alla torta al centro tavola si era perfetto, peccato tocca alla fine butare tutta la decorazione 🙆🏻
