Yes you absolutely can. I haven't tried that yet.
I know this is a year old, however, I just bought go t the happy planer punch and it says not intended for use with plastic, adhesive or laminated products

The Happy planner punch is pretty wimpy. I have used a round punch then hand cut the slit opening.
You can also use the leftover chopping mat pieces to make page dividers/bookmark tabs
