It's a theme for the Mix scouts where they get starters they didnt have, like with Leaf and Blastoise, Blue and Charizard, and Red and Venusaur.
There really is no reason aside from him not having Torterra yet, Dawn and likely Barry will be the same with Dawn getting Empoleon and Barry getting Infernape

This game sucks i went back to f2p after playing every day since day 1. for the last year they dont give you any free gems worth it. Then they made what i oened useless compared to the power levels of new stuff.
