I would've loved to all in on the noire theme, but that was kind of old Qrow's gimmick. As for the accessory to murder charge, Weiss wouldn't have had enough evidence at that moment in time to charge him with it. A prosecutor may choose to pursue it later if more relevant evidence or testimony is discovered. That said, the causation between Jacques' actions and those deaths might be too tenuous to pursue it successfully as an actual charge. His intent was to win an election with what Watts described as a "nudge," which I'd argue no one would reasonably interpret as murder. Jacques actions here weren't in line with the murder part either. He simply handed Jacques his log-in credentials and left it at that. Tyrian's actions weren't directly correlated with that. He didn't need a password to start hackin and slashin. Now, if someone died of hypothermia from the heating grid being shut off, you could certainly ring Jacques up for that.
What I can't get over is how Willow admits that while she's a victim? She's not blameless in how her kids turned out. She's actually honest about it. And to me? That tells me there's still hope for her to salvage some of her relationship between her and her kids. It won't be easy but nothing worthwhile ever is. Seeing her hand Weiss the key to ending this nightmare, seeing her protect Whitley and help him crush the hound? She's done with drinking her pain away and gets into full on mom mode. Plus even if she presented the footage of Jaques being abusive? He's probably got enough money to get the court to turn over the ruling even with ironwood having two council seats. So it's not like it would be of any good.
