It's very strange to me that the rules don't allow for intentional attempts at removing biscuits, yet every game of every match I watched had a point determined by someone intentionally knocking off their biscuit while going for the ball or other biscuits. Even the final point of the tournament was a direct result of Luigi knocking off his biscuit.
At this point you either have to acknowledge that it is a strategic element of the game that is allowed. Or make removing biscuits not allowed at all (and reattach them if there is at least one free biscuit on the board.) Otherwise players who intentionally 'unintentionally' remove biscuits are gaining a significant advantage over players who don't try to skirt the rules.
Another rule that might be required is a limit on how long a player can ignore the ball in an attempt to play a biscuit. There was a moment during the finals where Luigi spent a decent amount of time trying to free an angel while the ball was in his corner. It could be as simple as a 5 second countdown given by the opponent and their discretion should a similar situation arise.

You raise some interesting points! This rules is one that is constantly being reviewed and we did trial a warning system at this year's World Championship and we're still collating feedback from players, officials and fans of the game, so thank you for your thoughts.
Basically neither extreme feels right. To over simplify it, allowing players to intentionally remove them feels against the spirit of the game but on the flip side, making accidental removal of the biscuits 'illegal' would interupt the flow of the game too much if you were to stop the game to penalise the players.
We won't get it right first time bit we will constantly review to me sure we're doing what's right for the game, its players and its fans!

@KLASKgame Thanks for the reply. Were many warnings given out? Are any of them from a match that was recorded? It seemed to me that players only ever went for the pinches against the wall when they had a biscuit attached, otherwise they were going for bank shots or direct shots on the biscuits. So I'd be curious to see how intentional a removal had to be to warrant a warning or penalty.
If you went with not allowing removal, you wouldn't have to interrupt the flow of the game. If a biscuit is removed just play on as if it was still there, should another biscuit become attached it would count as a point. Then the only question then becomes what happens if it's the same biscuit that reattached. I'd argue that so long as it didn't fall off and reattach in the same motion then it'd count as a different biscuit.
