check the "cut in" and "cut out" voltage on the VSR, and then use a multimeter to record the voltage of you car battery when turned on and off. There is a chance that your VSR is faulty, or is the wrong model for your system. If the voltage of your batteries when reting is higher than the cut in voltage on your VSR that would explain your issue. Also check that you wired your system correctly according to the manufacturers specifications with the correct gauge wires.

For some reason my VSR stays on even when disconnected from the start battery and only plugged into the house battery
check the "cut in" and "cut out" voltage on the VSR, and then use a multimeter to record the voltage of you car battery when turned on and off. If the voltage of your batteries when reting is higher than the cut in voltage on your VSR that would explain your issue.
