It's a rarer version of a trench jack called a springjack, or a "micro-springjack" since it's telescopic. They are not legal with metal tips because of the sheer power of those springs. EDIT: you officially have a very unique paperweight as a conversation piece.
I have been making 'tactical whips', or 'stingers', to order, for years, utilizing different diameters of plastic-jacketed stainless steel cable. The power of this simple, inexpensive and LEGAL self-defense weapon cannot be underestimated.
I never saw a practical use for these (legal issues aside) until I met an old biker (lets call him Jeff). He had tassels on his bar end maybe 10-12" long. One of the other riders happened to have one too many and not only singled out Jeff but in particular his leather tassels. One thing led to another and it tuned out one of the leather tassels had a 1/4" piece of cable running the last 8" or so and he had a quick release that had it in his hands in seconds. It was quite the formidable weapon.
Profound respect to the makers and creators of this world. Dies, you have remarkable talent, and thank you for sharing your creations with us. Cheers and all the best.
OOOoooo, thank you for that tube at the end! I did one whip myself too and welding the tip of the steel rope was so hard. Next time i wil degrease it and use a tube at the end! Learning all the time 😁
you're definitely supposed to. if you buy a tactical whip, it will be a higher gauge cable within a plastic channel, with a steel ball of a slightly larger diameter soldered onto the striking end. the cable slack can be adjusted from the handle, to add or subtract rigidity, depending on how you prefer to swing it. No matter how you dial it in, however, the force of each swing is distributed to the tip. if you don't put some sort of tip on it, force would be lost as you slowly begin to fray the cable.
I made one similar to yours, the handle is a piece of hard wood with a hole in one end. I put some clear gorilla glue in the hole then slid one end of cable in the hole and let the glue harden. I learned not to have the cable too long because if comes back and hits your knuckles, it really hurts.

I had something like that hidden in a cane. Instead of a cable, it was made from a heavy duty stainless steel spring with a large piece of steel at the end. It would most likely kill whatever you struck with it
A sword smithy I'm well acquainted with made something a lot like that as a very limited run. It was the same cable, but sword-length and hidden in a walking stick like a sword cane, as hiding a length of steel cable is a lot more legal than hiding a sword. Just the thought of getting hit with something like that makes me cringe.
