Scores of fans gathered at the Richard Rodgers Theatre today to participate in the final live #Ham4Ham show and lottery, a ritual of free outdoor performances that began when the musical came to Broadway. Renée Elise Goldsberry, who won a 2016 Tony Award for the role of Angelica and plays her final performance this weekend, took to the theater steps to bid farewell to the Hamilfans with a powerhouse rendition of the cut song "Congratulations." - บันเทิง

My name is actually Eliza and I had an older sister who loved me almost more than anything in this life (she has 2 kids) I’m always filled with a mix of sadness and joy thinking of how she loved me! Anyway, Angelica’s love for her sister reminds me of my sister.
They could’ve made the show 3 full hours instead if 2:45 to add this song in its entirety, and literally no one would’ve had a problem with it.
I read somewhere that Lin Manuel Miranda didn't add Congratulations as to not take away from 'Burn.' I really like it though!

Well, it interrupted the flow of the musical. Also, the whole point of Burn with comes right after, is to show that Eliza can take care of herself. If Angelica took care of it before her, then where is the character development? But I agree, I really love the song.

It was once said that he cut this because he wanted to get to Eliza's reaction to the Reynolds Pamphlet faster, I think.
It was cut cause it kills the tempo of the musical. It slows down the musical too much
Like Spark1383 said, but also: how would Burn feel if it was immediately preceded by this? The whole point of Burn is that Eliza takes her fate into her own hands and informs Hamilton that what he's done is 900% not okay. If Angelica just did it for her for three minutes already, where is Eliza's character development? Burn (and thus the set of songs that starts with We Know and builds up to Burn) is Eliza's moment, so she can't have her climactic shift lessened by Angelica singing pretty much the same sentiment for a full song already.
Doesn't mean that this isn't an incredible song, and I hope that they release an official recording someday, but that's why it's not in the show as it exists now.
I actually personally think that they could've included this song. It shows that Angelica is a BADASS and she cares for her sister. It shows both sides, when Eliza takes her fate in her own hands and when Angelica roasts Alexander. It shows that both women are strong and capable.
