You could just as well ask why flamewalls don't clear garrisons if any fire should count. :) But when clearing, the dragon tank does blast its stream of fire *directly* into a window and the flames flush through and out the others.

There was a quite big community on 1.06 in 2008-13.

Not everyone switched to the newer version, some disliked some of the changes, so in order not to split the community a lot went back to the old patch.
