There's no way goku would accept that offer. He never seeks to gain power or positions of responsibility. He just wants to be stronger by fighting the most powerful beings in the universe. It doesn't make sense that he would just want to be made the most powerful. He wants to find others MORE powerful, not BE the most powerful.
This only one I've seen where Goku becomes king of everything; and the grand priest doesn't get mad and secretly tries to overthrow him, because he wants the position.
