Remakes tend to have more work put into them rather than remasters which some are basically just rereleases. rereleases and remasters however can be beneficial for video game preservation. Outbreak and File #2 are two games where I'd be perfectly happy if they just simply got a remaster treatment with modern online co-op quality of life features.

RE: Outbreak is a very good game. I think this concept is quite realistic for a zombie apocalypse scenario because the characters are just ordinary people just like anyone of us. I hope RE series would go back to this type of concept and stop making these Resident Evil games with witches, magics, vampires, and all other bulls**** like the RE: Village. There is a reason why RE1-RE3 are still the best RE games and I hope that Capcom would go back to that formula for the upcoming RE series.

The Outbreak games were so ahead of their time. Of all the remasters and re releases Capcom has given us the fact that the Outbreak series isn't one of them is a crime.
It was overshadowed by RE4 after it's release unfortunately and wasn't wholly accepted before since multiplayer wasn't a thing back then. It's a jewel under the mud.
Honestly one of my favorite Resident Evil games. I have fond memories of it, I never beat it as a kid but if I ever get a PS2 again it will be on my list of classics to get with it. Another one I have fond memories of is Maximo.
The outbreak games are true classics. I was never able to beat them when I was young myself, always found the games hard back then. They do hold up very well and I couldn’t recommend them enough though.
I remember when it came out and I saw it had the same title font/style as the movies, I decided I wasn't going to buy it. I was so disappointed at the direction the movies were headed, that it completely clouded my judgement. I honestly thought this would be JUST an over the top action game. But watching all these retrospectives I see how wrong I was! It's closer in atmosphere and genre to the originals. I think I will definitely play it on the emulator, but I do wish I had bought the originals!
I had purchased one of those PS2 online adapters in order to play this online. Only got a few months out of it before they shut down the servers, but wow what a fun few months it was. Playing this with others was fantastic

The Outbreak series is my favorite, its in my PS2 right now! Underbelly is one of my favorite stages and Bob is my favorite Character to play as. I hope Capcom will REvisit these games with either a REmaster, a REmake, or a RE-release on current consoles with online support. Also, when you did your character ranking you didn't mention any of the characters special moves. You only mentioned David's ability to throw wrenches, and forgot to mention that Kevin has a kick Yoko, Cindy, and Alyssa have a type of dodge Mark can block/grapple and a charge melee weapon swing George has a charge tackle and Jim faceplants into the floor and can briefly swing melee weapons like a madman.
For sure I definitely glazed over that. I didn’t use the characters special abilities very much but if I had to do it again I’d probably mention those.
What a blast from the past, David was always my favourite character and I thought he was sooo badass and so much cooler than Kevin (who seemed to be built up as his main rival). I remember idly thinking how I could split everyone up and in which order everything could take place so that all 8 character could survive (with Linda). Really fun game, thank you for covering it!
To say that Kevin is the most useful character is blasphemy. Kevin should be at #4. I agree with the other choices except Mark. Mark is more useful than George unless online imo. The handgun he carries means he gets a free extra inventory slot for something else. Kevin doesn't really have any advantages other than speedrunning most scenarios, and his unique handgun is more of a hindrance to me most of the time because it only uses 45 rounds. I understand the potshot chain is amazing, but Jim with 3 coin flips does more damage per hit than Kevin, and Jim doesn't need to charge up for his critical hits like Kevin. Jim would be the most op character if they didn't nerf his play dead ability before outbreak was released. Before release, his play dead wouldn't speed up the virus. They quickly noticed how op that skill was and nerfed it
I hope they have another try at making a co-op survival style RE game like this (not just another co-op shooter). Outbreak was way ahead of its time, if it came out during the PS3 era a lot more people would have tried it.
This was one of the first games I ever played online and I will say back then it was so crazy seeing other people in your game and not in the same room. These games were great and I remember them being really damn hard. Some scenarios were literal nightmares to escape.
I remember getting this game by complete accident for Christmas alongside resident evil 4. Both were perfect in their own respective right, but the opening for outbreak to this day still lingers. Anytime it’s raining and dark out I think about it. Not to mention the graphics look like early PS3 games, still looks impressive
5:02 On very hard (and maybe hard) he becomes a zombie instead, and like that there's tons of other little details and things to discover, making it possibly the most replayable RE game ever. It's kind of like left 4 dead with the level structure and mastery of game mechanics and map knowledge, except L4D survivors all play the same. I'm also not gonna get into the character ranking stuff much cause it'd be too much for text only but Mark can block attacks and take no damage in the first game or just a little in the second (only his infection rate is affected), he can charge melee weapon attacks (you might be aware but it's not what you showed in the video) to the point where he can stun a tyrant with a broom and he's also the tankiest, along with a faster fire rate for handguns, so I feel like you were a bit unfair to him lol I guess it's important to consider some characters are better in different contexts, because if we're going by who's the most OP character to generally "speedrun" solo it is Jim (overall a killing machine, can even finish off the flashback boss in seconds with just the axe), who is at the same time probably the worst character you could choose to start learning the game, and he doesn't add that much to a group compared to the rest. Mark is at least great at taking heat and covering others while they get to safety or he gets them to safety himself. Then you have cases like Alyssa's, who becomes much more important in higher difficulties due to some doors now being locked with simple/flimsy locks (and we know how long it takes to tackle just one of them open)
Honestly, these are my favorite RE games. Me , my sister, and our friend used to play this allllllll the time together and it's so much fun. We still play together from time to time, but it's really the nostalgia for me.
Sadly all we really can do. Capcom is a tough company to influence when it comes to games they develop. I don’t believe the recent string of successes is necessarily representative of Capcom listening to the fans, they just realized that the horror game genre was still marketable.

They need to release and remaster Outbreak with File#2 and give us Files 3 & 4. All we got was a half finished game (DLC discs) and never got to see the whole story of their journey for a whole week in Raccoon City. Some of those scenarios that have been uncovered now were probably going to be some fan favorites like Raccoon Motel stop with the owner who was going to be a serial killer. The clock tower was going to be another one that would take place when UBCS squad setup came and battle another giant spider. The Raccoon water treatment plant with a giant mother superior shark. Things we would never get to see and play.

Great job again on the video man! I never played these games as my brother and I had Xbox and GameCube back in the day. I know you’re playing an upscaled version on PC but wow, these graphics are still super impressive considering how old these games are! The Raccoon City zoo and abandoned forest hospital look like really visually interesting environments.
I think a Remake of these ten scenarios would/should be feasible. But the characters would have to be tweaked in some ways to accommodate for the fact it could potentially play like RE4R if they ever used the RE Engine. Just keep the identity in tact, and I think it could potentially be amazing. Outbreak File 1 and 2 were huge for me when I was 12. I'll be 29 this year, and I just recall how I was amazed growing up. I think Alyssa and Yoko who I played the most. The characters I liked the Least were Mark and Jim. "Mark can't fit in hiding places." "Jim's ability is kinda meh and has a not great drewback." As an Adult, "I don't trust an RNG mechanic like that coin flip." Doesn't help when you see games like Fear and Hunger existing where it makes you hate a 50/50 like that. Kevin I was meh about due to. "Oooh, you have a Gun with rare Ammo. Sounds great... but..." more storage or the ability to open things for more items always appealed to me more. But I can see why he would be considered objectively the best character with a character like David. If I recall, David can make Underbelly go by faster by using his own tape to patch a leak. Either way, I want games like these to come back. It's one thing for Fans to keep these alive, it's another for Capcom to look at these for what they are and try to confidently return to these with their current tech. And maybe it could be a Liveservice Nightmare, but if they treat it with respect, respect the players and the game they want, they could make something great. Just, food for thought.
Mark is a great character, his melee attack does more damage than handguns. His ability to block attacks can avoid instant death attacks and avoid being thrown away.
Thank you for this great video. I wasn’t on PS in that era so I missed these games entirely. But now that I know what they are it’s like something that I’ve always dreamed of. Playing as a customisable raccoon resident trying to escape the city during RE2 and 3. With a huge open map with random spawn and many npc stories to discover. I would not include online features tho. Seeing those locations like the zoo and the abandoned hospital opens up so many cool possibilities. Man how I wish Capcom would remake these as 1 incredible game where you create a character, choose a background (like project zomboid) and try to escape a huge maze with dangers around every corner. A ticking clock element would make it so that you have to decide which route to take instead of combing over every inch of the city. And encountering different npc according to choices and paths you choose. It would be a dream come thru
I used to love playing Outbreak online until one too many other players sacrificed me to save themselves. True to life perhaps but that one player didn't have to stomp my fingers as I was hanging onto the edge of a building. 😂
Man I would love a outbreak remake, along with a file 3 adding even more scenarios. I feel like a remake could be coming in the next few years possibly after a code Veronica remake but I sadly doubt that they’ll add more stages.
The multiplayer features way ahead of its time during PS2 days, but now if Capcom remake this with multiplayer mode. Pretty sure lots of old head like me would love to play this.
file one and two are two of my fave resident evil games. if they could just remake them with better A.I. and better online this game would be a smash hit.
Played Outbreak a couple of years ago & really enjoyed them. I played them at the time as well. I would prefer a remaster as opposed to a remake because the original games had a lot of content. Remakes would just cut so much out for a more generic linear experience. Capcom should remaster these games but give mic support instead of only having that ad lib function.
Short answer: Yes, both games are still great today. I'm playing them as of 2024 along with the RE2 and RE3 originals. The only thing that I wish they added were additional characters seen on the TV such as the reporter woman, Joseph Kendo (the gunsmith of Samurai Edge), and AD girl from RE3, Chief B Irons, and many others of the Alpha and Bravo team (even though the storyline wouldn't reflect them) especially of each came with their own weapons/menu items.
The cop shown in the video for the hospital level can be talked to if you’re playing as Cindy or Kevin. When playing as said characters the cop will have a small dialogue different for each and give them an assault rifle before dying.
Considering how much thought got put into outbreak, it's especially unfortunate to know that there were many interesting scenarious (such as 'the docks' and 'a day in Racoon' and many more) that simply got cut out of the game -possibly because of the lack of time to fully implement the mechanics of said scenarios-... Also, the capsule shooter (mentioned in 17:17) has one extra functionality apart from being a support item... depending the pill type (namely, the Anti-Virus Pills) George can actually use it offensively (if I recall correctly, it has the potential to do a really good amount of damage)!
resident evil operation raccoon city is heavily underrated. I remember playing it on release on PS3! Even the online modes were great. It’s sad it didn’t last long after release
It seems like a no brainer to me for them to reuse REMake 2 and 3 assets to recreate these games. Personally I would rather them completely remake an ORC game that uses the idea of outbreak 1 and 2 but just complete new game where say its like a 8, 12, 16 or even 24 player drop in drop out coop where we are all just random survivors in racoon city.

Dude this game was legendary. Never got to play online but if anyone knows how to play that fan made server, that would be awesome. Cause I ground this game to the bones. Beating all but The Hive and up on Very Hard (which is not easy when the bots go down so easily, leaving you on your own). This game just had that charm to it. Do NOT reMAKE this game. reMASTER it. It was perfect how it was Maybe add modifiers, challenges and other campaigns if remastered? Or maybe more positive and negative modifiers for the unlockable characters? Just something to add, but nothing to take away from Outbreak and the bones it was founded upon
Also, don't forget Mark has the charge attack and the block. He's actually VERY versatile. Has a lot of combat capabilities like Kevin, but with a bit more durability with that Block and better CQ defense
I feel like capcom tried to get interest in a remake by testing the waters with that resistance game. But they added too much nonsense and should’ve just followed this basic format, always loved seeing other areas during the outbreak.
im happy outbreak got getting the love it deserves as the years have gone by. when it came out i remember the general consensus was "its alright but much of the same ol stuff". my father and i loved it though and never got that vibe.
The Outbreak series is seriously underrated. It was great, very fun to play. It's a shame how Capcom continues to ignore this series yet gives us a RE spinoff called Resistance that we didn't even ask for and it's terrible compared to this masterpiece. Capcom needs to get their priorities straight and center the attention back on the Outbreak games. Give them the remake treatment like they've been doing every other title. Or I'd be happy if they make an Outbreak File 3.

I still love and enjoy playing this game to this day. I don't agree with your tier list of characters worst to best. I do have an infamous reputation with just yeeting everywhere unlocking everything with Alyssa destroying the difficulty for other players. David is melee only fans but much easier and he can do some good skips to. I often dread seeing Kevin players since they tend to refuse to use their special gun until later for obvious reasons but it means they lose access to their unique item and they do tactical drop their special ammo near boss rooms, also kevin players tend to get too confident of rushing ahead of the team or they're not good at juking the enemy or they mess up the perfect shoulder charge and they end up getting destroyed because they just run ahead. Sorry I went too much into details but I do love this game toooooooooo much. I do want capcom to back to this type of game but they need to fully study and understand why outbreak is such an amazing experience with multiple paths to ending various campaigns n based on skill so easy modes can abridge alot of places or remove some enemies for people who struggle. Capcom should work with dedicated fans of Outbreak to make a good worthy successor.
Online was so good I remember using the nail gun often by mistake before the team was through the door. Or falling at the outside leaping part cause other players.
@@RetroGeek94 i think it depends. I don't remember playing offline so i don't wana say for sure. For me at least the semi chaotic, working version of. A co op RE gane came from the multiplayer. If I never played it I'd prob enjoy it offline based off how much I like the series. If you want a lot if story I don't remember much being added to the lore. The perspective of a regular person during the outbreak is a cool way to see things , ibut ts been over a decade so its tough to say. . I think it depends on how into just the world of RE you are, it could be a fun game to pop in and spend time in. This is a tough question I'm going off old memories. I remember a bit if clunky bits but it was a while ago. I hope this helps i wish I had more memory of the gane So i could be more informative . I hope this helps a bit.
all capcom really needs to do is do a HD Remaster of these games, fixing their problem with making online multi-player games. yes a modern day sequel or remake would be amazing, but these games were the definitive RE multi-player experience. in truth all we really need is a re-release of these games on modern consoles
I've given up hope for a remake/rerelease. It's been 20 years. When Outbreak was shut down some of us went to the Japanese servers until those were shut down. Then we all migrated to Left 4 Dead. Then Left 4 Dead died off when Valve abandoned dedicated servers.
I never got around to finishing RE outbreak file 1 since I bought that game pretty late upon release, by then Outbreak file 2 was released shortly after. I ended up playing File 2 instead. I used to have a TH-cam channel (before Google bought over YT) consisting of my online gameplay from Outbreak file 2 but sadly that's all been lost when I lost the email account for it. Outbreak Netplay wasn't an great experience tbh, mostly nostalgic. Most of my time was spent on trying to connect to a game rather than playing and broadband at that time was at its infancy stage where I lived. When I actually do connect to a game it's filled with griefers and players who are just fucking around. Wild Things and Flash back was two of my least favorite missions. It was very easy to lose sight and get lost. It's a shame it's going to be a while until Capcom remakes Outbreak. I don't have much faith in them since they butchered RE: Verse and Resident Evil 3 which is suppose to be the best series in the franchise.
I personally feel like the Outbreak series is how Resident Evil evolved. Going from solo story to group scenarios, just makes sense. It still baffles me that it wasn't more or the most popular! I didn't manage to get a copy of REO until I was considered old enough, by then I couldn't connect online on my ps2 Slim. So disappointing! 😭
These games being such commercial failures is fascinating. All we can do is hope for a remake or some kind of follow up. I’d have zero doubts it would be a success today.
In the online only era, how was this game not remade? I don't even like MMO games, but I would definitely play a game like this, but in a Left 4 Dead player limit, to support team play.
Loved these games when they came out. I never got to play the online but turning into a zombie would of been a lot of fun attack your teammates. I love when you get to revisit Raccoon City. Love the cut scenes in these games. Another great game I love but some dislike is Operation Raccoon City that took you to other parts of the city during its downfall. But it was cool to see the game from the Umbrella side of it all. Loved the video. I might have to pull out PS2 and the games and give it another run.
Always liked how Kevin would call out to David by saying "David". But there was mild disdain in Kevin's voice when he said it. Like David spilled a glass of milk onto the carpet and Kevin called him on it. Good times on PS2 👍
I´m glad that this entry on the franchise is receiving more love those days, is worth to play and being able to play it with friends online even now days is just fantastic. I can only dream that CAPCOM decide to make a remake... I´ll scream of happyness if that happend
Great video! I played both on the hardware and CCTV before and they looked pretty good for its time, especially at night. I’m using an HDMI converter nowadays and the picture looks darker than usual but, thankfully, you can adjust brightness in the menu. Admittedly I never played this game beyond easy as I liked to keep my AI partners alive. But too many times they were a pain in the ass like Jim deciding to fight the leech boss up close. With a gun. Also I don’t think you mentioned but the control scheme is so smart. I think they were done in Dreamcast Code Veronica but having DPAD as tanks and Left stick as plane controls was just smart. I never really experienced online, but thanks to the fans for setting it back up. You could say I was heavily disappointed when I brought my ps2 to a friends house to play outbreak and finding out LAN between two consoles doesn’t work. If there was a wishlist for File 3: Split screen, even if PC players rarely has the need proximity chat The choice of using Fixed angles or tps for newer re players It doesn’t need photorealistic graphics, just a fun RE COOP experience. It was a game that was ahead of its time, and I hope capcom would consider porting it to PC or make a new one. I like the remasters but I was burnt out after 4R, so Outbreak file 3 would be a godsend I’m gonna try and setup online and local coop now

How do you check stats of charector? Although I always picked Kavin but never end up finishing the game, this is the only RE game that I didn't finished and thanks to your video I think I might give it a go, but I need information to motivate myself
You can't find it anywhere in game but you can look it up online and there is a spreadsheet on wiki for them. As far as I have been able to tell it's accurate like 9/10 times
only if they have released it on the modern days where internet is already affordable, back then early 2000's having internet connection is too expensive and really slow. i hope they can relaunch it again these years.

For sure I definitely glazed over that. I didn’t use the characters special abilities very much but if I had to do it again I’d probably mention those.
What a blast from the past, David was always my favourite character and I thought he was sooo badass and so much cooler than Kevin (who seemed to be built up as his main rival). I remember idly thinking how I could split everyone up and in which order everything could take place so that all 8 character could survive (with Linda). Really fun game, thank you for covering it!
To say that Kevin is the most useful character is blasphemy. Kevin should be at #4. I agree with the other choices except Mark. Mark is more useful than George unless online imo. The handgun he carries means he gets a free extra inventory slot for something else. Kevin doesn't really have any advantages other than speedrunning most scenarios, and his unique handgun is more of a hindrance to me most of the time because it only uses 45 rounds. I understand the potshot chain is amazing, but Jim with 3 coin flips does more damage per hit than Kevin, and Jim doesn't need to charge up for his critical hits like Kevin. Jim would be the most op character if they didn't nerf his play dead ability before outbreak was released. Before release, his play dead wouldn't speed up the virus. They quickly noticed how op that skill was and nerfed it

I hope they have another try at making a co-op survival style RE game like this (not just another co-op shooter). Outbreak was way ahead of its time, if it came out during the PS3 era a lot more people would have tried it.

This was one of the first games I ever played online and I will say back then it was so crazy seeing other people in your game and not in the same room.
These games were great and I remember them being really damn hard. Some scenarios were literal nightmares to escape.
I remember getting this game by complete accident for Christmas alongside resident evil 4. Both were perfect in their own respective right, but the opening for outbreak to this day still lingers. Anytime it’s raining and dark out I think about it. Not to mention the graphics look like early PS3 games, still looks impressive
Capcom always did make games that graphically stood the test of time. Especially from the RE franchise
5:02 On very hard (and maybe hard) he becomes a zombie instead, and like that there's tons of other little details and things to discover, making it possibly the most replayable RE game ever.
It's kind of like left 4 dead with the level structure and mastery of game mechanics and map knowledge, except L4D survivors all play the same.
I'm also not gonna get into the character ranking stuff much cause it'd be too much for text only but Mark can block attacks and take no damage in the first game or just a little in the second (only his infection rate is affected), he can charge melee weapon attacks (you might be aware but it's not what you showed in the video) to the point where he can stun a tyrant with a broom and he's also the tankiest, along with a faster fire rate for handguns, so I feel like you were a bit unfair to him lol
I guess it's important to consider some characters are better in different contexts, because if we're going by who's the most OP character to generally "speedrun" solo it is Jim (overall a killing machine, can even finish off the flashback boss in seconds with just the axe), who is at the same time probably the worst character you could choose to start learning the game, and he doesn't add that much to a group compared to the rest.
Mark is at least great at taking heat and covering others while they get to safety or he gets them to safety himself.
Then you have cases like Alyssa's, who becomes much more important in higher difficulties due to some doors now being locked with simple/flimsy locks (and we know how long it takes to tackle just one of them open)
Honestly, these are my favorite RE games. Me , my sister, and our friend used to play this allllllll the time together and it's so much fun. We still play together from time to time, but it's really the nostalgia for me.

Sadly all we really can do. Capcom is a tough company to influence when it comes to games they develop. I don’t believe the recent string of successes is necessarily representative of Capcom listening to the fans, they just realized that the horror game genre was still marketable.

They need to release and remaster Outbreak with File#2 and give us Files 3 & 4. All we got was a half finished game (DLC discs) and never got to see the whole story of their journey for a whole week in Raccoon City.
Some of those scenarios that have been uncovered now were probably going to be some fan favorites like Raccoon Motel stop with the owner who was going to be a serial killer. The clock tower was going to be another one that would take place when UBCS squad setup came and battle another giant spider. The Raccoon water treatment plant with a giant mother superior shark. Things we would never get to see and play.

I think a Remake of these ten scenarios would/should be feasible. But the characters would have to be tweaked in some ways to accommodate for the fact it could potentially play like RE4R if they ever used the RE Engine. Just keep the identity in tact, and I think it could potentially be amazing.
Outbreak File 1 and 2 were huge for me when I was 12. I'll be 29 this year, and I just recall how I was amazed growing up. I think Alyssa and Yoko who I played the most. The characters I liked the Least were Mark and Jim. "Mark can't fit in hiding places."

As an Adult, "I don't trust an RNG mechanic like that coin flip." Doesn't help when you see games like Fear and Hunger existing where it makes you hate a 50/50 like that.
Kevin I was meh about due to. "Oooh, you have a Gun with rare Ammo. Sounds great... but..." more storage or the ability to open things for more items always appealed to me more. But I can see why he would be considered objectively the best character with a character like David.
If I recall, David can make Underbelly go by faster by using his own tape to patch a leak.
Either way, I want games like these to come back. It's one thing for Fans to keep these alive, it's another for Capcom to look at these for what they are and try to confidently return to these with their current tech. And maybe it could be a Liveservice Nightmare, but if they treat it with respect, respect the players and the game they want, they could make something great. Just, food for thought.
Resident Evil X with Jill, Chris, Leon, Rebecca, Claire, Barry, and Billy. With zombies. Make the multiplayer component an Outbreak reboot. There.
If they remade Outbreak, they need to make it multiplayer as well.
Mark is a great character, his melee attack does more damage than handguns. His ability to block attacks can avoid instant death attacks and avoid being thrown away.
I think that shows amazing game design where no character is outright bad.

Thank you for this great video. I wasn’t on PS in that era so I missed these games entirely. But now that I know what they are it’s like something that I’ve always dreamed of. Playing as a customisable raccoon resident trying to escape the city during RE2 and 3. With a huge open map with random spawn and many npc stories to discover. I would not include online features tho. Seeing those locations like the zoo and the abandoned hospital opens up so many cool possibilities. Man how I wish Capcom would remake these as 1 incredible game where you create a character, choose a background (like project zomboid) and try to escape a huge maze with dangers around every corner. A ticking clock element would make it so that you have to decide which route to take instead of combing over every inch of the city. And encountering different npc according to choices and paths you choose. It would be a dream come thru
I used to love playing Outbreak online until one too many other players sacrificed me to save themselves. True to life perhaps but that one player didn't have to stomp my fingers as I was hanging onto the edge of a building. 😂

I feel like a remake could be coming in the next few years possibly after a code Veronica remake but I sadly doubt that they’ll add more stages.

The multiplayer features way ahead of its time during PS2 days, but now if Capcom remake this with multiplayer mode. Pretty sure lots of old head like me would love to play this.

Played Outbreak a couple of years ago & really enjoyed them. I played them at the time as well. I would prefer a remaster as opposed to a remake because the original games had a lot of content. Remakes would just cut so much out for a more generic linear experience.
Capcom should remaster these games but give mic support instead of only having that ad lib function.
This is a fair point, as Capcom does have a very bad habit of doing this now with their remakes.
Short answer: Yes, both games are still great today. I'm playing them as of 2024 along with the RE2 and RE3 originals. The only thing that I wish they added were additional characters seen on the TV such as the reporter woman, Joseph Kendo (the gunsmith of Samurai Edge), and AD girl from RE3, Chief B Irons, and many others of the Alpha and Bravo team (even though the storyline wouldn't reflect them) especially of each came with their own weapons/menu items.
The cop shown in the video for the hospital level can be talked to if you’re playing as Cindy or Kevin. When playing as said characters the cop will have a small dialogue different for each and give them an assault rifle before dying.
Considering how much thought got put into outbreak, it's especially unfortunate to know that there were many interesting scenarious (such as 'the docks' and 'a day in Racoon' and many more) that simply got cut out of the game -possibly because of the lack of time to fully implement the mechanics of said scenarios-...
Also, the capsule shooter (mentioned in 17:17) has one extra functionality apart from being a support item... depending the pill type (namely, the Anti-Virus Pills) George can actually use it offensively (if I recall correctly, it has the potential to do a really good amount of damage)!
These two have a special place in my heart and they are, to me, the best RE to be out there
resident evil operation raccoon city is heavily underrated. I remember playing it on release on PS3! Even the online modes were great. It’s sad it didn’t last long after release
It seems like a no brainer to me for them to reuse REMake 2 and 3 assets to recreate these games.
Personally I would rather them completely remake an ORC game that uses the idea of outbreak 1 and 2 but just complete new game where say its like a 8, 12, 16 or even 24 player drop in drop out coop where we are all just random survivors in racoon city.

no!!! Don't remind me of my love for Outbreak. It breaks my heart seeing no love for Outbreak. Yet, we get remakes where our beloved characters were bastardized to fit a certain demographic.
Dude this game was legendary. Never got to play online but if anyone knows how to play that fan made server, that would be awesome. Cause I ground this game to the bones. Beating all but The Hive and up on Very Hard (which is not easy when the bots go down so easily, leaving you on your own). This game just had that charm to it.
Do NOT reMAKE this game. reMASTER it. It was perfect how it was
Maybe add modifiers, challenges and other campaigns if remastered? Or maybe more positive and negative modifiers for the unlockable characters? Just something to add, but nothing to take away from Outbreak and the bones it was founded upon
Also, don't forget Mark has the charge attack and the block. He's actually VERY versatile. Has a lot of combat capabilities like Kevin, but with a bit more durability with that Block and better CQ defense

I feel like capcom tried to get interest in a remake by testing the waters with that resistance game. But they added too much nonsense and should’ve just followed this basic format, always loved seeing other areas during the outbreak.

im happy outbreak got getting the love it deserves as the years have gone by. when it came out i remember the general consensus was "its alright but much of the same ol stuff". my father and i loved it though and never got that vibe.
The Outbreak series is seriously underrated. It was great, very fun to play. It's a shame how Capcom continues to ignore this series yet gives us a RE spinoff called Resistance that we didn't even ask for and it's terrible compared to this masterpiece. Capcom needs to get their priorities straight and center the attention back on the Outbreak games. Give them the remake treatment like they've been doing every other title. Or I'd be happy if they make an Outbreak File 3.

I don't agree with your tier list of characters worst to best. I do have an infamous reputation with just yeeting everywhere unlocking everything with Alyssa destroying the difficulty for other players. David is melee only fans but much easier and he can do some good skips to. I often dread seeing Kevin players since they tend to refuse to use their special gun until later for obvious reasons but it means they lose access to their unique item and they do tactical drop their special ammo near boss rooms, also kevin players tend to get too confident of rushing ahead of the team or they're not good at juking the enemy or they mess up the perfect shoulder charge and they end up getting destroyed because they just run ahead.
Sorry I went too much into details but I do love this game toooooooooo much.
I do want capcom to back to this type of game but they need to fully study and understand why outbreak is such an amazing experience with multiple paths to ending various campaigns n based on skill so easy modes can abridge alot of places or remove some enemies for people who struggle.
Capcom should work with dedicated fans of Outbreak to make a good worthy successor.

@@RetroGeek94 i think it depends. I don't remember playing offline so i don't wana say for sure. For me at least the semi chaotic, working version of. A co op RE gane came from the multiplayer. If I never played it I'd prob enjoy it offline based off how much I like the series. If you want a lot if story I don't remember much being added to the lore. The perspective of a regular person during the outbreak is a cool way to see things , ibut ts been over a decade so its tough to say. . I think it depends on how into just the world of RE you are, it could be a fun game to pop in and spend time in. This is a tough question I'm going off old memories. I remember a bit if clunky bits but it was a while ago. I hope this helps i wish I had more memory of the gane So i could be more informative . I hope this helps a bit.

all capcom really needs to do is do a HD Remaster of these games, fixing their problem with making online multi-player games. yes a modern day sequel or remake would be amazing, but these games were the definitive RE multi-player experience. in truth all we really need is a re-release of these games on modern consoles
I've given up hope for a remake/rerelease. It's been 20 years. When Outbreak was shut down some of us went to the Japanese servers until those were shut down. Then we all migrated to Left 4 Dead. Then Left 4 Dead died off when Valve abandoned dedicated servers.

I never got around to finishing RE outbreak file 1 since I bought that game pretty late upon release, by then Outbreak file 2 was released shortly after. I ended up playing File 2 instead. I used to have a TH-cam channel (before Google bought over YT) consisting of my online gameplay from Outbreak file 2 but sadly that's all been lost when I lost the email account for it.
Outbreak Netplay wasn't an great experience tbh, mostly nostalgic. Most of my time was spent on trying to connect to a game rather than playing and broadband at that time was at its infancy stage where I lived. When I actually do connect to a game it's filled with griefers and players who are just fucking around. Wild Things and Flash back was two of my least favorite missions. It was very easy to lose sight and get lost.
It's a shame it's going to be a while until Capcom remakes Outbreak. I don't have much faith in them since they butchered RE: Verse and Resident Evil 3 which is suppose to be the best series in the franchise.

In the online only era, how was this game not remade? I don't even like MMO games, but I would definitely play a game like this, but in a Left 4 Dead player limit, to support team play.

Loved these games when they came out. I never got to play the online but turning into a zombie would of been a lot of fun attack your teammates. I love when you get to revisit Raccoon City. Love the cut scenes in these games. Another great game I love but some dislike is Operation Raccoon City that took you to other parts of the city during its downfall. But it was cool to see the game from the Umbrella side of it all. Loved the video. I might have to pull out PS2 and the games and give it another run.

I played both on the hardware and CCTV before and they looked pretty good for its time, especially at night.
I’m using an HDMI converter nowadays and the picture looks darker than usual but, thankfully, you can adjust brightness in the menu.
Admittedly I never played this game beyond easy as I liked to keep my AI partners alive.
But too many times they were a pain in the ass like Jim deciding to fight the leech boss up close. With a gun.
Also I don’t think you mentioned but the control scheme is so smart. I think they were done in Dreamcast Code Veronica but having DPAD as tanks and Left stick as plane controls was just smart.
I never really experienced online, but thanks to the fans for setting it back up. You could say I was heavily disappointed when I brought my ps2 to a friends house to play outbreak and finding out LAN between two consoles doesn’t work.
If there was a wishlist for File 3:
Split screen, even if PC players rarely has the need
proximity chat
The choice of using Fixed angles or tps for newer re players
It doesn’t need photorealistic graphics, just a fun RE COOP experience.
It was a game that was ahead of its time, and I hope capcom would consider porting it to PC or make a new one.
I like the remasters but I was burnt out after 4R, so Outbreak file 3 would be a godsend

You can't find it anywhere in game but you can look it up online and there is a spreadsheet on wiki for them. As far as I have been able to tell it's accurate like 9/10 times
