The reason they keep going back to the waypoint and to cover is because you scripted it so. They are conflicting scripts as when a tagged unit emits to waypoint 6 it will trigger the entirety of the tagged units to go into cover but not all of the emitting units have reached waypoint 6 and so they will go to cover and then go back to waypoint 6 - thus continuously triggering the actor_to_cover command. Ergo, the waypoint 6 actor_to_cover command should just be left as "waypoint" instead of tagged units.
