If you look closely at around 7:00, you can see that he Sensei Bedouin is primarily holding the sleeve and kind of incidentally grabbing the leg after the fact. So, technically he is not grabbing the leg. This is a loop-hole, or way around the rules. Ultimately it's up to the referee but this should not be called as a leg grab since it is not a "direct intentional" leg grab. Hope this helps.
