As far as we know, Kuroko is the only KNOWN Tokiwadai student to be a Judgement agent. But I can agree the mistress should at least have some form of an exception for Kuroko and that includes any Tokiwadai student who has formal occupations in Academy City outside of school. I feel like there should be some system set up for this sort of thing between dormitory staff and its' residence. Especially for any student who has out of school occupations.
