Haha "Utalk Adarev Otcin" is a reference to "Klaatu Barada Nikto" from the film "The Day the Earth Stood Still". Its just spelled backwards (and slightly misspelled).

Can it be recharged, or must you run the quest everytime you want one

I believe the recharging cost is 10,900. Not worth it though because you can purchase a new one in EC for 700 or just redo the quest.
