Actually they are from Taiwan.
Japanese is used in the lyrics because the content of this song is about the history of Taiwan. Taiwan was colonized by Japan for 50 years.
After the Japanese left, Taiwanese continued to use Japanese for a long time. Especially the fictional protagonist 烏布斯 in this song, a aboriginal of Taiwan.
