He just goes with the flow of what'll happen looking for a perfect time to be "Shadow" and have an epic entrance. But i agree with your statement.
Cid loves to fuck around alot, but damn when it comes down to it, he really pulls through unintentionally and even shared some really good wisdom of the "world being too bright" which causes people to lose track of what matters (aka social media).
