- This was done honestly; meaning there were no tricks.
There's a location at the Come-A-Lot casino in Las Venturas that I like to use to increase my weapon(s) skills. In the process I also increased my 'Respect' level.
Hitman Level was reached at 34:24

If you need quick armor, the Enforcer vehicle will give armor for entering the vehicle the first time IIRC, and this works for every diffrent SWAT Enforcer, of course, you risking yourself for easy pull by the cops.
Also, if you got spare bullets, shooting vehicles (especially their tires) can boost a bit of weapon skill.
I'm not sure if these counted as tricks or not lol
Shoot any vehicles can also increase weapon skill I did it once.
You can increase your skill fast by shooting the bottles (and people) inside the billiard (pool) bar in ganton (across binco). And when you exit and go back inside, the bottles will be there again. The skill increases pretty fast this way

just grind micro smg skill, its easy, ammo is cheap and easy to come by, and when you reach hitman level it feels more rewarding and its as good as smg if not better, cmon can you dual wield smgs? i dont think so
I believe they are called machine pistols but yeah reaching hitman with both tec9 and micro makes you hold 2 machine pistols just like the normal pistol
