Some People, in central asian countries, as well as in Lebanon, eat raw minced meat, along with a combination of spices. But it can't be stored. It's prepared fresh and eaten within a specific time period of it's preparation.
I've only seen the preparation online. Don't know more details about the dish but people really like it, not only online, but i've personallymet people who when travel there, each time they like trying it.

If it’s raised in a humane way, and not processed horribly like our questionable processing in the US factory farms, it’s delicious and there’s not a big chance of getting sick. The cows also are not sick and malnourished and wading around in their own waste like they do in Texas.
In the US we also wash chicken in bleach, when processed.
I’m first generation American and my dad is German, and there are many dishes with raw beef. He always made us some, and so I never really had the fear of it that many people do here. Of course you always want to source it from a good farm that lets them live a happy cow life eating grass outside!!

It's called préparé and it's finely ground raw lean beef, such as steak, with the addition of pepper and, for example, an egg. Some people prefer to add diced onions to it.

This is a Korean delicacy, not Japanese. "Yukke" is a Korean word 육회 (the fact that it is written in katakana instead of hiragana implies that it is a loanword) and it is a popular dish in Korea. Usually sesame oil, sesame seeds and raw egg yolk are added as a dressing. Just to clarify and prevent misinformation.
