The State's are the Democracy they don't reveal much as the federal government is shown as the central power but you miss what's under your nose and that's the beginning of the end. The local government is the petitioning body to ask the treasury for funds of social programs without regulation or oversight they're lottery winner's and hold them mobster union jobs where they get a check from a company but don't have to actually work and it's on the book's with a job description that seems legit to some processor checking the book's and not actually doing an on-site headcount or whatnot. I don't get why Fukayama does not acknowledge that western imperialism and regime change policies have undermined these countries and ensured a weakened institutions to fight and combat corruption.

Francis Fukuyama is trying his best to paper over all the evils and downside of "democracy" with the justification that some form of corruptions can actually lead to Democracy. How crazy can you get? Since his failure with his End Of History thoughts, he just got very confused about everything.
