- Decades-long conflicts in eastern Democratic Republic of Congo, involving numerous rival armed groups fighting over land and resources, have resulted in the deaths of hundreds of thousands of people and displacement of over seven million. The M23 rebels pose a threat to the strategic eastern city of Goma in the eastern DRC. Although Rwanda denies accusations that it backs the M23, the DRC, Western governments, including the United States, and reports from a United Nations expert group strongly indicate that the rebel group receives support from Rwanda. To provide more perspective on the issue, Zihindula Mulegwa, attorney and former spokesman for President Joseph Kabila of the Democratic Republic of Congo, spoke to VOA's Paul Ndiho.

Zaïre is looted by it's people: there are 137 armed groups in Zaïre. Many of them are armed by those dancers from Kinshasa. Some of those groups have even the right to collect taxes in territories they control.

Thank you for bringing this gentle man on. I have been saying it that African leadership has failed Africa. Why would Congolese members of parliament be paid $33,000 a month when people in Goma and the Kivu region are being attacked by Rwanda? You don't even nee $2000 to leave luxury life in Congo. Are all government officials in Congo that damn that they can't think of how Rwanda is going steal their minerals if they don't invest in their military? And eventually Rwanda will overthrow the government in Congo and take all the minerals because the Congolese government is so selfish and corrupt that they can't invest in their defense to protect their resources. Rwanda will install a Tutsi president in Congo if Congo is not careful. This pisses me off that the tutsi are not even Congolese but Congolese government is going to let them take their country. M23 rebels are majorly formed by eastern congo tribes especially Banyamulenge who have been victims of so much segregation and have been systematically ethnically cleansed just because they speak Kinyarwanda as their language. In the past they've been denationalised and have been called Rwandese yet they ended up under Congo's jurisdiction during the partition of Africa just like other crossboarder tribes. The rebels fighting the government want their people living in poor conditions in refugee camps across greatlakes and beyond to be resettled back in their lands but the government doesn't want. To understand their cause, u need to read more about the agreements they signed with the Congolese government in 2013 but the government didn't implement them thus justifying their fight. They're literally a people who are fighting for their own survival and genuine causes that need to be addressed as soon as possible but the world don't normally hear their side of the story.
There's no such tribe in the Congo called banyamulenges. All congolese are bantu. But as Makenga, the chief staff of M23 is a Tutsi, the movement is branded Tutsi movement

The reports accusing Rwanda of supporting M23 also accuse DRC of working with the FDLR who are a genocidal force(also listed as a terrorist organization), they have tried so many times to attack Rwanda in the past 30 years and even very recently.
