SCORM Cloud does not do the reporting and graphs like Veracity does but other LRSs like Watershed or LearningPool could do the those same types of graphs, SCORM Cloud just gives you the xAPI feed. Hope that helps.
I have not used Blackboard for years so I could not tell you. Sorry. Ask though if they can handle cmi5 packages. If not you could still host a course on Blackboard and send to an external LRS liker Veracity.
