It's a table top etching press. Most art/print suppliers will have them. I think this one was bought from Lawrence's Art Supplies or might be Jacksons Art Supplies.
@Maze Mitz it's actually a craft/die cutting machine, used for embossing paper but many Printmakers are using them as cheaper alternatives to printing Presses. This one is a Xcut Xpress, no longer being made but I occasionally see 2nd hand ones pop up for sale on sites like Ebay 😃

You could try using a dry paint brush and brush ink away on the area to get the hair texture. Or you could use thread to try and get hair strands texture.
