You are correct, whenever a vehicle takes a turn inner wheels rotate at lesser speed compared to outer wheels. But this variation has negligible effect on final reactions and therefore can be neglected.

Procedure should be same. But in this problem reactions due to weight, gyroscopic effect of wheels and effect of centrifugal force would be same for inner and outer wheels. Effect of gyroscopic couple due to engine will differ. Now both rear wheels will have negative reactions due to engine, therefore wheel 3 will have smallest reaction, even lesser than wheel 2 in present case. There fore maximum allowable speed in left turn would be lesser than right turn
