Why the maximum lift on each wheel is divided by 2a quantity in both centrifugal and gyroscopic couple?
Because i*omega*omegap is the gyroscopic couple. Couple is force*distance the distance is axle width "a" and for 2 axles ( means 4 wheels) we further divided by 2. So couple/2a gives the reaction force.

how could you equate torque (gyroscopic and centrifugal) with a force (weight (W/4)) in the final step?
He didn't equate couple and weight...he equated weight with couple divided by 2a. Couple divided by 2a is again unit of force
