Because it is a lower quarter and quarters always have to do with 4 :)

If you have the cumulative frequency how do you get frequency

Look at the number in the first row of the cumulative frequency and minus the next number in the column. That answer is the frequency. For eg. 0- 0 is 0. Therefore, the frequency in the 10
