Security deposit? Is that for dorms? Here they usually are for living residences so if you break something, it will be paid by your security deposit. I am not sure it would be even legal to hold your money hostage so you dont leave, therefore im confident its referring to something else and not staying with that university.
If you did pay for the dorms, you have the security deposit, after you leave the dorms, you get paid back that security deposit, or whats left of it, if you did break things. Breaking things is different from things going broke.

If you want to study in Latvia you need to apply for a resident permit ,it as to be approved before you even apply for a visa ,the designated embassy for this is in Egypt . Thanks 😊
