For me byblis is a def break unit. She cycle fast enough to use her own kit but as u mentioned she dont do much if enemy don't counter she can't do it so i stick to Nahkwol arti. That way she have some use even with her s1 and s3
Ive tried her on a tankier ssb like build, she doesn't feel like she really "counters" counter units that well as she needs help mitigating damage. Def breaks on ml landy and ayufine are nice but those units can really run rampant with the damage output. She doesn't really do as much as other anti counter units like pyllis or nahkwol do. I like her tho, i hope she gets a buff or a tweak to smooth her performance.
I think Byblis brings value even if the other team doesnt counter. If they dont counter then the ML Landy or ML Yufine isnt doing anything either. So it evens out in the worst case scenario. She isnt a 100% full counter to counter teams but it can certainly change the match in your favor.
I feel like she's meant to be built like ML Roana except with speed in mind. High attack and effectiveness and just use Drink for damage (against def broken units, drink goes bonkers). Byblis is a case of having the most coveted star sign (same as Lua) but the kit just doesn't make it work. If they gave her a sign with higher attack then maybe players will find uses for her.
Nowadays, speedy belians are growing in number. We fought a top guild last season and their belians are 250-260 speed which really caught us off guard😂
But unless you've been playing for quite a while and were able to pick up Handguy and C Lilias, why would you go for ML Elena over them when they have so much more utility and usability?

Yeah, for sure. I think you summarized her up quite well. Even when I'm looking for a DEF break, options like Briseria are so much easier to set up.
