I've had 10 pop Ottawa Capital in almost no time with the Temple of Artemis & of course Camp Pantheon. You just become a tall juggernaut & I've even done it where you get Magnus & pump out new cities to spam. But the Amenities I thought were spread out to whichever city was working the specific tiles (it was improvement based). So you're really boosting your capital + the first 2-5 extra cities around your capital because it's such a large distance to create said amenities! But it seems like it can work with most of the Governours is what makes it adaptable as a wonder - Reyna Gold, Magnus Growth, PERHAPS Liang in a few cases, but Pingala of course!
Hey there, i am wondering why you think Hanging Gardens is a good wonder. The Growth only applies to "Excess Food" not "Total food". So in a city with +3 excess food we are talking about +0,45 food. Did you not know or you did know and still think its viable?
You're right about "excess", but it is still valuable. First, Hanging Gardens is an ancient wonder, its effect activates very early on and it is empire wide, so every city benefits. Second, food is probably one of the easier yields to increase generally and with trade routes it makes it excess even more possible. Therefore it's overall value is significant in helping all cities grow to host at least 2-3 districts which is all you need on secondary cities.
