  • On this week's #NCFWhittle, best-selling author & award-winning journalist Heather Macdonald of the Manhattan Institute discusses her new book: When Race Trumps Merit: How the Pursuit of Equity Sacrifices Excellence, Destroys Beauty, and Threatens Lives.
    Does your workplace have too few black people in top jobs? It’s racist. Does the advanced math and science high school in your city have too many Asians? It’s racist. Does your local museum employ too many white women? It’s racist, too.
    After the Black Lives Matter protests of 2020, prestigious American institutions, from the medical profession to the fine arts, pleaded guilty to “systemic racism.” How else can one explain why blacks are overrepresented in prisons and underrepresented in C-suites and faculty lounges, their leaders asked? The official answer for those disparities is “disparate impact,” a once obscure legal theory that is now transforming our world.
    Any traditional standard of behaviour or achievement that impedes exact racial proportionality in any enterprise is now presumed racist. Medical school admissions tests, expectations of scientific accomplishment in the award of research grants, the enforcement of the criminal law-all are under assault, because they have a “disparate impact” on underrepresented minorities.
    When Race Trumps Merit provides an alternative explanation for those racial disparities. It is large academic skills gaps that cause the lack of proportional representation in our most meritocratic organizations and large differences in criminal offending that account for the racially disproportionate prison population.
    The need for such a corrective argument could not be more urgent. Federal science agencies now treat researchers’ skin color as a scientific qualification. Museums and orchestras choose which art and music to promote based on race. Police officers avoid making arrests and prosecutors decline to bring charges to avoid disparate impact on minority criminals.
    When Race Trumps Merit breaks powerful taboos. But it is driven by a sense of alarm, supported by detailed case studies of how disparate-impact thinking is jeopardizing scientific progress, destroying public order, and poisoning the appreciation of art and culture.
    As long as alleged racism remains the only allowable explanation for racial differences, we will continue tearing down excellence and putting lives, as well as civilizational achievement, at risk.

    I live in an area where RAF Typhoon and Hawk jets are regularly used in low-altitude, high-speed training. If you are on top of a hill, the planes are frequently flying below you. The idea that the RAF wants these planes to be flown by unqualified and incompetent black pilots just because of a self-imposed quota is utterly insane. It will end with a catastrophic crash somewhere.

      Well I don't want to be cruel, but I don't think that would be a bad thing. Incompetent pilots would be injured or killed, damage would be caused to machines that cost a fortune, the public would be endangered etc. An awful lot of lawsuits and bad press would follow!

      I know it sounds like I had a nightmare but I did hear about an airline going for diversity in pilots. I have not the inclination or stomach to go back and research where I read this but I did somewhere around the time of the George Floyd killing.

    We are in Uk. My grandson is studying for the 11 plus examination to gain entrance to Grammar school. We were told there is a “pupil premium”operating which says people from poorer ethnic areas have their 11 plus scores enhanced. He works so hard but is being handicapped. Brits love fair play but we are not operating fairly with our children at this time

      This has been the situation in colleges and universities across the U.S. for years. Not only are black Americans given _lower_ standards to meet, in order to get into many schools, but ASIAN Americans are required to meet *higher* standards than blacks or whites. Ironically, the progressive left (the Democrats) do not think they are being racist by discriminating against Asians in this manner.

      At 11 years old I came top of my year in our exams. Rich kids went off to private and grammar school. I went into care (an assessment centre because I missed the school bus one day and got lost trying to walk 7 miles). I lived with a violent alcoholic who spent all day in the pub. No one put me forward for a grammar school. Locally I hear posh parents talking about the amount of coaching their kids are having, yet still getting mediocre grades. Pupil premium is not just aimed at racial disparity, but financial and we know the biggest predictor of future success is not sex or race - not even parental education levels.It's parental wealth!

    You talk about tolerance for low-level crime in California, and yet it is exactly the same in the UK, where the government is lazy and supine, and declines to perform its very basic duties to the citizenry. In fact, it presides over a "defund the police" situation by default, since it declines to order the police to protect the public, and prevent and fight crime.

      Medical professionals are required to take a licensing exam to work in the field they've graduated in. Licensing exams aren't waived, but this fact isn't conducive to the victimhood narrative rampant on this channel.

      ​@@golfbulldogboth. Folks can be equal in regards to the law but in no other way. As Dr. Sowell pointed out decades ago, who you are today is not equal to who you were years ago. As you age you become less physically fit and more wealthy (assuming you made good choices) so the 20 year old you is unequal to 40 year old you. On a social level this rule still applies.

      Thomas Sowell spoke about that once, saying that black culture in the US held black kids back. Gave as a comparison black GI's stationed in Germany who'd married German girls, set up home in Germany, and the kids of these mixed unions did great in school, the same as or even better than 100% German kids.

    Another fantastic common sense talk. As an ex forces veteran recently retired, I wrote a letter to Wigston the head of the RAF to put across my extreme concerns about what has come to light recently several times in the RAF.
    My essential argument being that they MUST adhere to the standards, if they do not adhere, they invite something I've termed from the career area I've moved into since retiring from forces, that term is "acceptable mediocrity", the NHS is riven with this, it destroys the excellence, good, and the people of any organisation willing to introduce it. Remember the term, Acceptable Mediocrity. Its the polite way of saying you arent Effing good enough but I am compelled to accept you at the expense of everything else.

      That's the feeling I increasingly get if I encounter a black person in a safety-critical job, or where their decisions impact on my healthcare. But of course, you can't ask to be treated by, say, an Asian or white medic. That lingering doubt remains.

      is of no consequence. However, "affirmative action" could never be considered in areas of great Civilizational importance, like the NBA... and so we set new priorities for Western Civilization.

    I'm an electrician myself and i've seen our regs (BS7671) being dumbed down and brought down to the lowest common denominator...
    It's all about the pursuit of "inclusivity" and "diversity"......hitting numbers.....meeting targets...
    And it's ALL got to stop as it's potentially dangerous to be having essentially incompetent people carrying out these jobs...

      Seen this a lot tbh with women. I work in car showrooms and they got no place in one as they have no passion for the cars, the brand, customers service etc.

    This should get beamed into homes across the nation instead of news at ten. Honestly, most of the population is either fast asleep, sedated by tech or simply unwilling to face the consequences of the lunacy that we have allowed to happen under our very noses.
    I've come across a lot of what she says in universities in the UK. Lecturers cautioning students that people like Freud were white, male and Western, the implication being that this somehow makes his work less valid. The term 'Western-centric' is often applied in a cautionary manner when looking at theory and pioneers, and the phrase 'de-colonize the curriculum' is throw around on a regular basis, despite the fact that anyone who actually uses it is unable to articulate exactly what it means and what, in their vision, it will actually look like.
    The country's gone mad, and it's been allowed to happen and positively encouraged by a conservative government with a huge majority who would have easily been able to stop it, had they only had a tiny bit more spine than a jellyfish between them all.

I’ve asked what the latter means and they have no answers for that either . It’s a very strange religious type system where words are slippery and can mean anything .     I would argue that the different standards based on physical characteristics will lead to more racism. If you think about it, people could start assuming, for example, that doctors who fit a certain racial profile were selected for medical school based their race only, whether or not this was true for the individual. This could lead people to preferring doctors who aren't a certain race because they'll assume they'll get better medical care. I also couldn't imagine what it would be like for those doctors, personally, I would always wonder if the only reason I got in was because of my race and not because of my ability.

      About 25 years ago, when I was living elsewhere, my primary care physician was a black woman. I did not think to myself "I wonder if she's really qualified to treat me." Now, though, if I was assigned a young black physician for my care, that's exactly what I would be thinking. (Of course, in the U.S. these days you can't trust almost any physicians, as most of them are controlled by the pharmaceutical industry and are limited in the treatments they are allowed to offer. Want a non-pharmaceutical solution from your physician? Good luck.)

    It's a well known fact now that in the UK both Chinese and Indian ethnic groups, relative to their size, are far more likely to achieve more highly academically and professionally than indigenous UK whites.
    Black, Bangladeshi and Pakistani people far less so.
    This automatic assumption that these outcomes must be purely down to 'white-led racism' as opposed to other cultural factors is utterly absurd.

    Alas the same applies now in NZ. Education standards lowered because Maori and Pasifika can't pass basic literacy tests. Positive discrimination for the same so they can get into medical school with lower exam passes. High crime stats for the same all due to racism and colonisation so police now soft on crime and massive crime increase

    This isn't new. It's been well-understood since decades. In 1971 Professor of Psychology Richard Hernnstein wrote an article for "The Atlantic" about IQ in the USA, and later expanded it into a book "IQ in the Meritocracy" where, among other things, he details the IQ of various races in Americ, and defends the concept of a meritocratic system as opposed to an equity-based one. Such was the outpouring of hatred against him, he was cancelled and faced death threats. He was supposed to have delivered lectures on his book, but was unable to go through with them because of the threats against his life. And that was in 1971.

    This is what happened in Cuba. The medical schools had to be equitable and at the same time substandard. They went to Venezuela as an exchange for dollars and oil. They were a joke. Compared to the doctors educated in Venezuela the Cubans were considered ignorant.

    Destruction is a post modernist idea, for example nouvelle cuisine which is a deconstruction of a recipe. The problem is we cant replace Mozart etc, we cant build the beautiful cathedrals which have been burned down as in the case of Notre Dame. These beautiful and irreplicable things must be protected for all right minded people. Much of this is like letting children destroy things with no consequences for them but with huge consequences for the rest of us.

    Slavery today, history in the making? Not much of a topic to explore, it would seem! The astronomically-high per capita violent crime statistics perpetrated by self-proclaimed victim cultures in the countries they live in today; violence on their own people and on other vulnerable cultures; "vulnerable" meaning those cultures that commit very low levels of violent crime in the rainbow nation and other countries? Not much of a topic to explore, it would seem! What about the ongoing persecution of albinos in Africa? Also, not much of a topic to explore, it would seem! The list is endless for those who want to fight against slavery/persecution today, yet they don't _choose_ to do that perhaps because it's not about slavery and persecution! Perhaps it's just far more lucrative for them to keep kicking _the goose that lays the golden eggs_ hoping that the terrified goose will keep handing those eggs over freely to its persecutors aggressively accusing it of racism, past and present.
