I had the same thing. It was a low battery. The original battery was still in my 09 jag xf. They are extremely sensitive to low battery. Mine had a bad cell. Battery was at 89% and i could not turn gear selector. I tore the module out. Took it apart. The whole works. Charged battery after putting it back in. And gear selector turned with not 1 issue. Your question was a yr ago so im hoping everything worked out

It occurred to my 2013 XFR, D gear not working. Switch to R and back to D. Back to normal
